Strictly speaking the lights aren't illegal so long as they don't get turned on. Depending on jurisdiction, they might even make for legal reverse lights.

I can see a case being made for just being able to put them there while leaving them off, but aren't those LED bars supposed to be really damn bright?

You wouldn't be reversing into oncoming traffic if you didn't live on a thoroughfare, sure, but that just means that there are a bunch of other things that could be in the path of that bright light. It could be shining into surrounding homes in a neighborhood, it could be shining at other people or into their cars if it's in a parking lot, and so on.

I would expect this kind of modification on say a Ford Probe, or a 4th gen Camaro with a v6, but this, on this car is sickening.
